Mr. Martin is Senior Counsel with Carrington Coleman with a broad legal practice including hospitals and health care law, administrative law, general business litigation including appellate work, and general counsel and general counselor to a number of companies.
Mr. Martin's administrative law experience includes particular experience in utility regulation. He has been involved in major rate cases, certification proceedings, and show cause hearings before the Public Utility Commission. He has participated in contested cases and other matters before the Texas Insurance Commission, the Department of Health and Human Services, the State Pharmacy Board, the Department of Highways, and the Texas Alcoholic Beverage Commission.
Mr. Martin has for over 20 years served as general counsel to a tertiary care pediatric hospital, involved in all aspects of its operation including financing, Medicaid-Medicare issues, physician credentialing, medical malpractice insurance issues, equipment financing, and environmental issues. As counsel to a large pension fund, he has been involved with financing transactions, participating land loans, sale-leasebacks, work-outs, and ERISA-related matters. Mr. Martin has handled securities offerings, exempt and nonexempt bond issues, master bond indentures, and tender offers. He has served as counsel to special committees of boards of directors addressing possible conflicts of interest of officers and directors in connection with mergers and acquisitions, as well as with shareholder demands that derivative litigation be undertaken.
Mr. Martin has a rich history as a trial lawyer with experience in securities litigation, general business litigation (including fraud, contract disputes, patent infringements, employment), condemnation and eminent domain proceedings, will contests, FDIC-RTC claims, defense, and work-outs. His appellate practice has occurred before the United States Court of Appeals for the Fifth Circuit and in Texas Appellate Courts. From 1962 to 1964, Mr. Martin was an attorney with the Civil Rights Division of the United States Department of Justice.
In a 2004 Texas Monthly survey of over 65,000 attorneys across the state of Texas, Mr. Martin was one of 17 Carrington Coleman attorneys designated as a Texas Super Lawyer. Mr. Martin's designation was in business litigation.
Mr. Martin is Board Certified in Civil Trial Law by the Texas Board of Legal Specialization.
